VM reviewed the measures presented according to suggestions and complaints from the people. Today it presents the Presidential Decree No. 001/2025
- Immediate cessation of UIR (Unit of Rapid Intervention) violence against the population.
- Unconditional release of all those detained in the context of the demonstrations. Within no more than 3 weeks.
- Free medical assistance for all victims who have been injured by police violence.
- Extension of the singing of the national anthem and the playing of vuvuzelas. Every Friday from 1pm to 1.15pm everything in Mozambique stops for the national anthem.
- We have decreed the word "anamalala" as a form of greeting at national level. It represents a new movement to return power to the people.
- Financial compensation for the families of the murdered. All families whose members have been murdered should receive financial compensation of no less than 200,000 meticais.
- Non-payment of all tolls at national level for this 100-day period.
- Free drinking water for all Mozambicans. Emphasis that it is public sector water - not private.
- Domestic gas must be reduced by 50% of the current cost.
- Reduction in the price of electricity (CREDELEC) also by 50% of the current tariff.
- All basic identification documents should be free of charge.
- The price of cement must be fixed at 300 meticais. It cannot be higher than 300 meticais.
- End illicit charges by all workers in the public sector: PRM (police), traffic (police), etc.
- Suspension of vehicle inspections. It's impossible to have cars that pass inspections without proper roads.
- IVA exemption for basic products. Maize flour, rice, horse mackerel, coconut, chicken, cooking oil... exempt!
- Reintroduce free school lunches.
- Primary and secondary school fees should also be free.
- No more contributions for school guards, contributions to build walls...
- End the radio tax.
- Suspension of timber exports.
- People's right to legitimate self-defence. The people have the right to defend themselves against disproportionate violence from the UIR, the military police.
- Projects which are environment enemies must be closed down. For example Moatize.
- Disband everything that is public property. Not leaflets, not anything. Remove everything party-related from public places.
- Small and medium-sized businesses should have tax exemptions for at least the first year of activity to allow them to leverage themselves.
- Negotiation of development agreements in communities.
- Denunciaspovomoz@gmail.com - a specific digital channel for complaints and denunciations.
- Funds for small and medium-sized businesses affected by the demonstrations (vandalism, etc.)
- Presentation of the new flag.
- Conclude process of communities electing neighbourhood leaders, etc.
